President of Serbia 2004-2012

Mr. Tadic served his country as a Member of Parliament, Deputy Speaker of Parliament and parliamentary group leader, Minister of Telecommunications and Minister of Defense before being elected President of the Republic of Serbia in 2004. He was reelected President of the Republic of Serbia in 2008.

During his Presidency Serbia paved its way towards membership in the European Union by signing Stabilization and Association Agreement with EU in 2008 and became an official candidate for EU membership in March 2012. Serbia also joined the Partnership for Peace program (PfP) in 2006. President Tadic initiated signing Strategic Partnership with China in 2009. In both of his terms, President Tadic has been actively promoting and working on regional cooperation and reconciliation in Western Balkans.

He is a board member of Nizami Ganjavi International Center, Honorary Professor at Tsinghua University and Beijing Normal University. For his work President Tadic was awarded numerous prestigious international awards: Council of Europe North-South Prize, European Medal on Tolerance, Quadriga award, Red Bock, Polak Award and Steiger Award of Rhine-Ruhr, etc.

Maria Fernanda Espinosa is an Ecuadorian academic, diplomat, politician, poet and linguist with graduate studies in Amazonian Studies and Environmental Geography. Her professional experience spans over 30 years in academia, non-governmental organizations, international organizations, and high-level government positions.

In Ecuador, she served twice as Minister of Foreign Affairs (2007-2008, 2017-2018), Minister of Defense (2012-2014) and Minister of Cultural and Natural Heritage (2009-2012). Furthermore, Maria Fernanda Espinosa was the first female ambassador and permanent representative of Ecuador to the United Nations offices in New York and Geneva. Her most recent appointment was to serve as President of the 73rd Session of the United Nations General Assembly (2018-2019), becoming the fourth woman in history and the first from Latin America and the Caribbean to preside over this body since its foundation in 1945.

Currently, Maria Fernanda Espinosa performs several advisory and advocacy roles in gender equality, sustainable development, health diplomacy, indigenous affairs, global and local governance, and multilateralism. Her multiple duties include: Liaison to the UN and Member of Global Women Leaders for Change and Inclusion; Board Member of the Nizami Ganjavi International Center, Co-chair of the Coalition for the UN We Need; Member of the Board of Patrons at the World Sustainability Forum; Political Advisor for the Universal Health Coverage 2030 Movement; Councilor of the World Future Council and Member of the High-Level Advisory Council for the United Nations Alliance of Civilizations.

Tomas Lamanauskas

Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and taking up duties as of January 2023.

His 25 years of experience spans across sectors of telecoms and digital policy, regulation and strategy, stemming from executive level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean and the Pacific region.

As Deputy Secretary-General of ITU, Tomas focuses on the financial sustainability and operational excellence of the organization. He also works to raise the digital industry’s ambition in fighting the climate crisis through the Green Digital Action initiative and promotes investments into the digital infrastructure as well as digital resilience through the Digital Infrastructure Investment Initiative and other efforts. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, including through his role as a co-chair of the United Nations Inter-Agency Working Group on AI. He is also playing a key role in ensuring ITU’s support to other UN-wide development and governance efforts, including through the World Summit of the Information Society process and membership at the Operational Steering Committee of the UN Joint SDG Fund.

Tomas holds Master’s Degrees in Public Administration (Harvard), Leadership and Strategy (London Business School), Telecommunications Regulation and Policy (The University of the West Indies) and Law (Vilnius University).
